VIENNA (IRNA) – Iran’s permanent envoy to the International Atomic Energy Agency Ali-Akbar Salehi said here on Monday that the European Union is drafting a discreet resolution on the threshold of the Agency’s Board of Governors meeting, slated for November 20-21.

Salehi said in an exclusive interview with IRNA that based on information available, the statement or resolution has not made any reference to send Iran’s case to the UN Security Council and is largely discreet in nature.

The document deplores Iran’s refusal to unveil its nuclear program in the past but expresses willingness to open a new chapter in that connection in view of the Tehran’s past failures.

The European Union members at the Governing Council are now busy reaching a consensus in that concern, he said.

"We are now in constant consultation with European Union, Non-Aligned Movement and Latin American states," said Salehi.

Majority of the IAEA Board of Governors members, including Latin American states, members of the Non-Aligned Movement (NAM) and certain European states, are said to have been opposed to taking a harsh stance against Iran or sending the country's case to the Security Council.

Salehi said these states constitute the majority at the IAEA Board of Governors and mostly believe that Iran’s nuclear case should be settled within the framework of the IAEA and should not be referred to the Security Council.

The IAEA Board of Governors meeting is to be held in Vienna, Austria, from November 20-21 to examine Iran’s nuclear activities over the past 18 years.
